In the European Union, is it acceptable for toys to have a QR code on the package that links to online instructions?

First, it is important to note that the requirements may differ for different regulations. The answer below only applies to toys intended to be sold in the European Union.

Regarding instructions, the EU Toys Directive requires:

Article 4, paragraph 7 – Manufacturers shall ensure that the toy is accompanied by instructions and safety information in a language or languages easily understood by consumers, as determined by the Member State concerned. 

This means that the answer is: No, a QR code with a link to online instructions instead of instructions on the packaging or on a leaflet inside the packaging is not acceptable. The instructions need to be on the product, on the packaging, or on a leaflet that is included in the packaging. The proposal for the new Toys Regulation includes the same text, and therefore nothing will change after that Regulation will be adopted.
